There are conditions. Usually the networks require you have the phone a certain length of time or have spent a said amount on credit. Bill phones won't be unlocked when they are still in contract.

No unfortunately she has not spent E130 on credit just yet - she is only 11. She doesn't text or talk on the phone she uses the email to contact her friend but still seems to be going through credit and downloads free apps so I think it is the 3G that is eating the credit. Any suggestions on how to reduce this - can you switch off the 3G on the phone?
